I. Intrduction:
STA-FA's rules.
These rules herein are designed to promote smooth and fair gameplay for all players involved in this league.
NOTE: It is the responsibility of the clans leader to make sure ALL members of their clan understand all rules put hereforth. Ignorance to the rules for whatever reason are not considered viable excuse. If a party of your clan does not speak english as STA-FA is primarily written, it is the your responsibility to ensure he/she understands the rules in their entirety. We do not discriminate nationality in STA-FA, but if you cannot use a simply form of translation, such as the ones provided at http://altavista.com among other sites, you clearly lack the responsibility of being a clan leader.
II. Terminology:
Match: Generally two rounds, more if overtime rounds are necessary.
Round: A period of continuous match play on one map, until 1 team is defeated.
Home Clan: Any clan listed first for their match on the schedule. Home clan has home server advantage during the match.
(i.e., if match says ABC vs. DEF, ABC is home clan)
Away Clan: The clan listed last for their match on the schedule page.
Serving Clan: The clan who is in control of the server currently in use.
Nonserving Clan: The clan playing opposite the serving clan.
Forfeit: A match result recorded as a loss, often due to a failed dispute, poor sportsmanship, or lack of attendance. May result in suspension or ejection.
Technical Forfeit: A match result that does not affect records for either clan in the match in question. Often this is the result of a nullified match or a dispute in which both clans erred considerably. While this does not ordinarily affect records, it may still result in suspension or ejection.
Bye Week: A week during which a clan is not scheduled to play in a match. These occur either because there is an odd number of clans in a division or because of extenuating circumstances (in case a clan requests it or league officials see it fit).
Messagemode 1: Public talk on a server, i.e. that which is heard by both your team and the other team. Associated with the 'say' command.
Messagemode 2: Private talk on a server, i.e. that which is ONLY heard by those on your team. Associated with the 'say_team' command.
Exploit = Any place/thing not intended by the makers of said game nor the mappers to be available for gameplay.
III. Clans and Terms of Sign Up:
Clans are required to have a min of 6 active players.
Clan leaders must accurately reflect their current rosters.
Clans Must have a current Webpage, no matter who the host.
STA-FA reserves the right to remove or deny entrance to any clan because of conduct violations or ethics unbecoming to STA
standards.
If a clan is dropped or denied entry they may appeal to higher level STA officials.
IV. Rosters:
Roster Expression
Clans must express their roster on our easily accessible roster page.
Rosters must accurately show the following key elements:
Player handle (in game name)
Player wonids
These Rosters must be updated whenever necessary. Failure to do so will result in deactivation of clan.
Multi-Clanners and ringers
STA-FA will not tolerate ringers or multi-clanners. A ringer is any person playing for a STA-FA clan they are not currently a member or recruit of. Once a current member is expressed by the STA-FA roster and if a clan member wishes to change clans mid-season he/she MUST have their name removed from the older roster before being added to the new one. Discrepencies in rosters are not the responsibility of STA-FA admins. As with any other roster alterations, they are limited by the periodic locking of rosters and cannot and will not be changed until the rosters are unlocked. Any clanmember you wish to add during the time when the rosters are locked, and said player is scheduled to play in any of your matches, you MUST contact one of the STA-FA admins with the players WONID and name and allow he/she to clear the player for said matches.
STA main page rosters is the basis for determining whether or not a player is a multi-clanner or a ringer.
Punishment for the first offense will be forfeiture of the match in which the ringer/multi-clanner played. Further offenses will result in ejection from STA-FA.
Subsection to Multi-Clanners and ringers ( a more detailed account of internal clan matters )
In order for a player to leave a clan the player must inform the clans leader and inform an STA-FA staff member. Where either the staff member or clan leader will remove the player from the roster of that clan. If any clan leader or member delays or inhibits this process purposefully than he/she will be subject to a suspension or expulsion.
Trades will be allowed given consent of the player and clan. The clan that said player leaves should not and will not hinder the matchplay of another clan by not allowing the peaceful and cordial departure of the traded player.Violations of the above will be handled on a case-by-case basis.
Addendum for disputes regarding roster violations
Roster dispute must be reported by 2400 hours ( 12AM ) on the following day. If an admin cannot be found, e-mail an admin shortly after match with the details and evidence.
We strongly encourage that roster disputes be handled before matchplay starts.
Punishments for Roster Violations
Punishment for the first offense will be the forfeiture of all matches during the timeline in which the ringer/multi-clanners played.
The ringer may also be subject to a suspension.
Second offense may result in expulsion from the STA-FA league.
The STA council may make exceptions to this rule on a case-by- case basis.
V. Match Scheduling:
Scheduling Match Dates
STA-FA promotes clan freedom and ease when it comes to scheduling match dates.
Schedules will be released on the first day of the season and will contain a round robin featuring every participating clan.
From announcement of schedules, clans have exactly 48 hours to contact the opposing clan and work out details (i.e. servers, dates).
If the clans cannot decide or agree on a date they MUST play on the default day and time:
2 East Coast clans: 9:30 PM EST
2 West Coast clans: 9:30 PM PST
Mixed div clans: 9:30 PM CST
If a clan cannot be contacted. A representive from your clan may join #STA-fa channel on IRC gamesnet.net to request the forfiet.
Scheduling notes
Maps may NOT be changed for the scheduled match.
Agreements to a date and time for the match are binding. Breaking the agreement without the consent of the other team will result in forfeiture of match.
Contact Issues
If a clan tries to contact their opponent for that weeks match and has tried IRC, ICQ, and email, the clan failing to respond will recive a forfiet.
Matches not scheduled by Wednesday 10 PM EST will result in a a forfeit for one or both of the clans.
We at STA-FA strongly encourage clans to actively monitor their contacts listed on the page to prevent confusion.
We intend to limit repeat matches whenever possible, and yet we will maintain our goal to maximize competition.
VI. Match Procedure:
Before the Match
Team leaders should finalize all details of the match, if they were not discussed.
Opening round server should be avaiable at least 15 minutes before hand so that both teams may warm up.
Certain misconduct violations can be used against a team during a warm-up period, including, but not limited to language
violations and cheating.
No team can be more than 10 minutes late to a match without forfeiting the first round. If team is 35 minutes late, they forfeit both rounds.
Round Procedure
Round does not start until both teams have the default number of 6 players on the field ready to play. Unless team wants to play a man down and in that case the game can start 6 vs 5.
All players must record demos. If a player cannot record a demo, an admin must be present during this round.
These are console commands for a demo
record [name of demo here] = this creates the demo in your Half Life directory.
stop = stops the demo from running after the round has ended.
playdemo [name of demo here] = plays the demo in your computer Until both teams are ready to fight, Maxspeed shall remain at 0.
When both teams are ready timelimit is set to 35 and maxspeed is set to 250.
Teams continue match play until one team runs out of reinforcements, or the timelimit is reached.
In the even that the timelimit is reached, the team with the most reinforcements wins the round.
If there is a tie, the round goes to neither team and the match continues to the next round.
For each round won, teams get 1 round point. Team with the most round points at the end of the regulation match length of 2 rounds wins the game.

Tie Breaker
Opening Round
The first round is played on a server of choice for the home team.
The away team this round picks the color for the map this map.
After this round there will be a 10 minute intermission.
Second Round
The second round is played on a server of choice for the away team.
The teams play opposite the side they played in the first round.
Failure to adhere to the procedure below will most likely result in the nullification of a round or player suspensions
VII. Tie Breaker Round:
In the event that the regulation period of two rounds passes with no team having an advantage inf match points. STA requires
teams to enter the tie breaker period.
During the regular season, the tie breaker round must be on a neutral server or one that both teams agree upon.
During the playoffs, the home team (team with higher seed) has the option of picking server.
Regular Season
The tie breaker shall be played on the map obj_balcome
If at the end of this match there is no winner, due to excessive camping, the match becomes a technical forfeit.
If the match is a tie due to actual gameplay, teams may chose to follow the the rules of the playoff series.
Playoffs
Teams are required to follow the tie breaker series.

These three maps shall be cycled until a team wins 1 round.
VIII. Match Manners and Behavior:
Only team leaders may use MM1.
Abuse of MM1 will not be tolerated
Admins have the right to spectate any match they see fit. No form of abuse towards an admin will be tolerated WHATSOEVER.
Take a screen shot of the final scores just before the end of the game to get the reinforcements remaining.
All results for matches should be submitted immediately after match completion. Admins have the option of disregarding any
match results not received by 11:59pm EST SUNDAY!
All rulings are final if made by a STA-FA admin.
IX. Post Season/ChampionShips
Please disregard this section until divisions have settled
Seeding
The top teams in their division after the 12 week season will qualify for the playoffs.
The teams will be seeded according to their ranking at the end of the season.
Procedure
There is a 1 week rest period between the regular season and the playoffs.
The playoffs will be 3 rounds. The quarter-finals, semi-finals, and the championship round.
During the week of the championship round, a concession round will be held to determine the 3rd and 4th place finishers of the season.
Special Playoff Rule Changes
The max players will be raised to 9 players.
Maxplayers
Since this is the playoffs, there will be no disqualification for a clan failing to field a minimum number of players.
It is still a forfeit if nobody shows!
Home Server Advantage
Clan with the higher ranking has the choice for the location of opening around and tie breaker.
Clan with lower ranking has server choice for the second round.
Brackets
The playoffs follows a similar path as professional sports. Teams will be in set Brackets according to their rankings.

Highest seeded team in each bracked plays the lowest ranked seed in the bracket first round.
Round two will be palyed by the remaining two teams in the bracket. Winners move on to championship game, losers, the concession game.
X. Weapon Limitations and Map Exploits
Weapon bans
Weapon limits
Assault Rifles
Limit to 2 AR of any kind, not limit per how many AR total. This means at any given time, you may only have 2 of any assault rifle, but if using many kinds, your total assault rifles will not be held against you.
Sniper Rifles
Limit 2 of any kind per team, not limiting totals. This means, if your using all 3 sniper rifles the most you may have, is 6. At no time will there be more then 2 players on any team using the same assault rifle.
Machineguns
Limit of 2 per team. No matter what kind, there will only be 2 machine guns on a team at a time.
Exploits
Intentional Helmet camming (if you don't know what this is... learn) Anyone who is believed to do this intentionally will be suspended for one game.
Gaining access to spawns of the opposing team where it is not intended. Maps in which this rule is to be heavily enforced are as follows:
tc_iwojima - Both spawns are known to be accessible by certain means, NO access to either spawn is permitted by the opposing team.
tc_rubble - Read Above
XI. Servers:
Clans may play all rounds on the same or neutral server if both clans agree.
Server Regulations
Only servers located on a T-1 line or greater or a 1.5 upload/download SDSL line or greater are allowed.
Cable modem servers are not allowed to be used for matches.
Listen servers are not allowed (A listen server is when you have the FA server running on a machine and the a person is playing in the match using the same machine.
All servers must have their language filters off. Although you may deem some language inappropriate, these filters do deter team communication in matches.
Servers with reserved slots must be able to allow 14 people inside. Failure to accomodate your opponent's force will force the game to be played elsewhere!
Invalid servers may void a match if deemed necessary by an STA-FA admin.
Server Issues
It is recommended that a clan has their own server to play on.
In the event of unplayable pings, the serving team must then decide on a new server to play on within a 15 minute window.
After this 15 minute period has passed, the right to serve the round is yielded to the other team. If the server crashes before 20 min of the match has been played, then the remaining time will be played to a restarted round with the reinforcements remaining intact accounted for. There must be proof for remaining time and scores.
Ping Issues
If more than two of the visiting clan's players have a ping of over 300 ms, the match must be played elsewhere if the blame is on the server. This does not apply to users with 56 k or below modems.
Ping differentials, should be on average no more than 100 ms apart. If it is found that a team as a truly unfair advantage, an STA admin may deem it necessary to move to a more neutral server.
Handling Server Issues
If there is a server issue during match, you should contact an admin as soon as possible.
IRC is the only definite real-time way you can do this.
Playing a match for 10 minutes constitutes an agreement to play on a server.
If a clan decides that the server is too laggy after 10 minutes and leaves they receive a forfeit loss.
XII. Server Settings:
Take notice that Maxplayers should be a minimum of 14, and a maximum of 20.

XIII. Disputes:
In the event of a dispute, the disputing clan must submit claim packages to the dispute admins for review within 24 hours to an admin.
A claim package is a precise representation of a clan's claim that warrants a forfeit loss for the actions of the opposing clan
Claim packages must include:
rule violated by opposing clan - as quoted from this document
how the rule was violated by the opposing clan
proof that the rule was violated as described
- proof may be in the form of server logs, e-mails, ICQ logs, IRC logs, screen shots, or demos
Opposing clan is permitted to submit a packet to defend their view on the matter
Dispute admins will evaluate the submitted material and the result will be one of the following:
* technical forfeit - neither clan earns a win or loss
* forfeit by dispute - one of the two clans involved will earn a win by forfeit; the other will earn a corresponding loss
The transgressing clan (only in forfeit by dispute case) may be suspended or ejected if its division coordinators deem it appropriate due to the situation at hand.
Real-Time Dispute Handling
If a dispute must be handled immediately, the disputing clans should send ONE representative to IRC channel #sta-fa on
irc.gamesnet.net.
There they may contact the disputes handler, as listed on the STA-FA contacts pages or another admin if a dispute admin cannot be contacted.
If there is no STA official able to handle the dispute at the time, clans must follow the outline given above.
XIV. Demo Exchange
How our demo exchange program shall operate.
If after a match, a cheating accusation is to be made, it must be told to both the person and/or the clan of the eledged
'cheater,' and an STA admin. The accused does NOT have to turn over demos to the opposing team, rather he MUST turn over the
demo to an STA admin or else face a more severe consequence. Also, a cheating accusation must be made by 2 of the 6 members
that played in the match, this is to ensure that it is not just the opinion.

Additional Ammendments
STA admins have the right to make a decision on a matter if they feel a certain person or clan is abusing the rules or whatever loophole they have found. This allows the admins to be instruments of the law, not be hindered by it. Rule Changes done by STA Admins will now not be current the week of changes, but the additional week after that one.
XVII. Closing:
At any time these rules may be updated.
Before a match, we strongly encourage all leaders to review rules for changes to avoid conflcits.
Major rule changes are normally announced on main page.
