I. Introduction

The following rules were created to ensure that everyone participating in the league would have a basic set of guidelines with which to follow. However, these guidelines are not always the final word when it comes to dispute. A dispute will ALWAYS come under the jurisdiction of a dispute administrator.

The STA-CTFS league was created to provide a fun yet computational environment to all clans in the Threewave Capturestrike community. It also provides a unique alternative to other Threewave leagues and ladders currently active in the community.


II. League Format

- STA-CTFS has no beginning or end, the title is constantly being defended/taken.
- Every week the schedules are made up by an administrator.
- Matches/Clans will be scheduled by Win Streaks.
- Due to schedules being made by win streaks this eliminates the problem of playing the same clan two weeks in a row.

III. Scheduling

- Every week matches will be scheduled to play at 9:30 EST Sunday (Matches may be scheduled eariler than Sunday, no later, if agreed upon by both clans).
- If agreed to play a match before Sunday, and one clan/team does not show, the other team may accept a forfeit win.
- Approximately 15 minutes or more before the match both clans should meet in any channel to decide servers, and any other issue needed to be taken care of.
- After a server has been selected matches MUST begin 15 minutes upon entering a server, unless another server has been chosen.
- A clan may ask for a "bye" week at any time, as long as given with adequate time, and they will be placed under inactive for that week only.
- Map Sets will be chosen by administrators, each week the administrators will choose a map set (A,B, or C) for each clan to choose one map from. The Tiebreaker map will be chosen by the administrators from a different map set then the one currently being used that week.

IV. Server Settings

- Servers must be located in U.S or Canada, unless otherwise agreed upon by both clans
- Servers can not be hosted on Cable or DSL Modems
- Clans may play each round on a different server if neccessary to balance pings, however one solid stable pinging server by both parties is prefered.
- It is not expected that both clans will ping equally, however every effort should be made to keep the pings within reason for both clans typically +/- 30 (However there are exceptions).
- All servers must be dedicated, Quake 3 Arena: Threewave Capturestrike servers, it must also contain all the map choices specified unless a specific exception is made.

V. Match Play

- As stated above Matches should begin on Sunday at 9:30 EST, clans will have 15 minutes beforehand to decide servers and such, and have no more than 15 minutes to begin the match once the server has been decided.
- The home team should be red and the away team blue, however if neither clan cares, you may join up as you wish.
- Messagemode1 is accepted, however if used excessively and/or to trash talk. The clan in abuse of this rule may be granted a forfeit loss or suspension of players.
- Matches should have a 60 second warmup, however if neither clan disagrees to having less or more of a warmup time they may set it as they wish.
- All players must record demos, if you can not record a demo, one player of your team must spectate ONLY you and record one for you.
- Demos must be kept for one week, and may be requested by the opposing clan or any STA-CTFS administrators, however only STA-CTFS administrators will review the demo, unless otherwise directed by STA-CTFS administrators.
- Matches are to be played 4v4 for 20 minutes, with no pointlimit, and matchmode must be enabled. 3v3 is accepted if both clans agree.
- In the event of a server crash, the match should be restarted on the same map and begin at the time where the server first crashed. Unless otherwise agreed upon by both clans, or by an STA-CTFS admin. (In Example. If the server crashes at 15 minutes on Divided Crossings, and the score is 12-11, the map should be reloaded with 5 minutes set to play and then the scores should be combined at the end).
- After a server crash, a change of servers is mandatory, unless agreed upon to stay at the server by both clans.
- Player rates must be in the range of 5000-30000.
- Timenudges must be in the range of +/-25.
- Timeout Rule Each team will now be able to call a timeout for a maximum of 5 minutes during each map. A team may also use a timeout in between each map, however they may not use a 5 minute timeout during the map, as well as in between each map. If you wish to call a timeout the leader must say 'timeout' in messagemode1 and the admin will pause the game. If however it is in the middle of the round the admin will pause the FOLLOWING round. The only time you should pause during a round is if someone is 999. If you are the admin to the server and you wish to call a timeout you must still say 'timeout' in messagemode1 and then pause it.
- Map picks must be made prior to the start of the first map. Home team picks first, Away team picks second.
- Red always gets last Offensive round - If the CTFS glitch happens, teams must switch sides so that whatever team was red gets the final offensive round.

VI. Spectators

- If both parties have at least 1 team spectator a piece, Coaching should be enabled, however if one team has no spectators it is that teams choice to enable coaching. Unless both parties want coaching off.
- Each clan may have 2 spectators, or more if agreed upon by both clans. Spectators *MUST* be a member of the team they are spectating, unless otherwise approved by the opposing clan or STA Administrator.
- STA-CTFS Administrators may spectate whatever match they like, for any purpose.
- At no time may an STA-CTFS Administrator spectate (both teams) his own clan's match without approval of the opposing clan.
- GTV will be used and can be used for any game, not just Title Matches or Shots. Each week when DeathWind designates a battle as "Match of The Week" that match WILL be on GTV, if the clan refuses to allow GTV, the clan will receive a forfeit loss. There is also to be a minimum of a 120 second or more if agreed upon by both clans delay between GTV and realtime game Note: Any match can be GTV'd, even if it is not the match of the week, however STA for the moment will only provide GTV for the Match of the Week. If you wish to GTV your match, you may, if the other clan refuses they will receive forfeit loss.

VII. Ties

- There can be no ties in STA-CTFS matches, if both clans win one map a piece the tiebreaker must be played.

VIII. Player Substitutions

- No player is to be substituted during a map, unless is 999 or lagging tremendously.
- If a player has to leave, the team must play a man down. Unless, agreed by the opposing team to sub in a player.

IX. Forfeits

- A techinical forfeit means that neither clan is given a loss or a win.
- A standard forfeit results in a win for one clan, and a loss for the other clan.
- If a clan can not produce at least 3 players 15 minutes after match time, the ready team will receive a forfeit win.
- If the results of any played match or forfeit are not received by Tuesday at 9:30 EST after the Sunday deadline, a technical forfeit will be given.
- Title Matches / Shots are NOT to be forfeited unless under DIRE circumstances and deemed by the admin. (Dire circumstances would qualify as: Repeated tardiness for the clan holding the Title and/or a clan dies etc.)

X. Ringers / Rosters

- Players are only allowed to be on one clan's roster at a time. If at any time is a player on two rosters supsensions may be given. It is the PLAYERS responsibility to make sure he is off a clan's roster. If your clan leader refuses/ignores your request to be taken off then come see an administrator. You may check your clans roster by clicking on Clan Contacts, then More Info.
- For the reason listed above GUID's are mandatory on the STA roster.
- Clans may check the opposing team's players GUID by doing a /pb_plist, if the GUID does not match the one listed on the STA roster page, that clan/player may be suspended or receive a forfeit win.
- If any clan does not list the GUID for any player, that player may not and will not play.
- Rosters can only be edited during the weekday, therefore you can not edit your roster on Saturday or Sunday.

XI. Entrance Requirements

- Simply, fill out an application. Click on Join STA-CTFS. However, all clans must have an IRC channel, and access to some kind of server at match time.
- European clans are permitted, however they must play on U.S. and Canadian Servers.

XII. Cheating

- The use of any aimbot, wallhack, model hack. Or any built-in Quake 3 command that reduces or avoids the effect of damage is prohibited. Use of such programs/commands will not be tolerated and players will be banned permanently.
- www.assproject.org will not be used for "proof" of hacks, but used as a monitoring tool for those on it. However, if the player is on the site repedeatly the player may be banned.
- If any demo is submitted of a player hacking, and STA Administrators deem it to be hacking the player will be banned permanently, regardless of whether it being on a public game or match.

XIII. Disputes

- If a dispute is wished to be filed it must be filed with the score submission before Tuesday at 9:30 EST. You can submit scores and file disputes by clicking on Operations.
- If a dispute can not be solved by both clans then they should file the dispute and contact a STA Administrator.
- It is most helpful if the team filing the dispute supplied demos and/or screenshots. IRC and ICQ logs are acceptable, but not enough to solve the matter.
- Anti-Llama Rule, if a player/clan has multiple unnecessary disputes, they may be suspended and/or banned as STA Admins see fit.
- STA Administrators are free to rule as they please, however all rulings will be done legitmately and effectively. STA Administrators are put in place to make the CTFS community a better place, therefore STA Admins will try their best to make the correct rulings.
- STA Administrators have the following remedies at their discretion:

Warning - A simple demerit for unsportsmanlike conduct etc. Clans/Players may receive more than one.
Final Warning - The final warning, after any disputes/misdemeanors following this one, serious action may be taken.
Technical Forfeit - a match is nullified, no win or loss is granted to either clan. Sometimes a result of large server issues or a medium-level infraction by a clan that won a match.
Forfeit by Dispute - a match is decided via a forfeit win for one of the two participating clans, the other receives a corresponding loss.
Player Suspension - a player from a clan can be suspended from STA play for a number of matches. This happens usually in sportsmanship issues when only one person is involved. Players caught cheating are immediately suspended pending investigation.
Clan Suspension - a clan can be suspended from STA play for a number of weeks, depending on the seriousness of the infraction.
Expulsion - a player or clan can be expelled from STA-CTFS. When this happens they are added to the STA ban list under the STA-CTFS division. They may or may not be eligible for play in other STA divisions, on the discretion of the administrators of those divisions.
STA Expulsion - a player or clan is added to the STA-wide ban list and is no longer welcome in any league or event run by the STA.

There may be other remedies possible depending on the situation at hand, and administrators are free to try something different should they deem it necessary.


XIV. Rule Amendments

The administrators may amend these rules at any time. Every effort will be made to consult with the community as well as to make a news post about such changes. However no guarantee is made as such.
